Portugal Golden Visa 2026: What Changed and How the ARI Works

By Hugo Ribeiro, Certified Accountant (OCC) · HVR Business Consulting · April 2026

The Portugal Golden Visa — officially the ARI (Autorização de Residência para Investimento) — is Portugal's residency-by-investment programme for non-EU nationals. It grants a residence permit and, after 5 years, the right to apply for Portuguese citizenship and an EU passport. Minimum stay requirements are just 7 days per year — among the lowest in Europe.

2023 Change: End of Real Estate

Since October 2023, residential real estate no longer qualifies. Current options: VC/investment funds (€500k), company creation + 5 jobs (€500k), cultural heritage donation (€250k), scientific research (€500k).

Tax Tip: Golden Visa + IFICI

If you choose to become a Portuguese tax resident, the IFICI regime offers a 20% flat tax on Portuguese-source income for 10 years — making Portugal one of Europe's most attractive destinations for internationally mobile investors.
