Portugal Minimum Wage 2027: €970 or €1,000? What We Know

By Hugo Ribeiro, Certified Accountant · Member of the Order of Certified Accountants · HVR Business Consulting

Portugal's national minimum wage is set to rise from €920 to €970 in 2027 under the Tripartite Wage Agreement 2025-2028 signed in October 2024. The Government has, however, signalled it may go further — the Prime Minister has not ruled out €1,000 — while employer confederations insist on keeping to €970. The final figure will be set with the 2027 State Budget (presented in October 2026) and formalised by decree-law by December, taking effect on 1 January 2027.

During 2026, Government members publicly floated going beyond €970 — €1,000 has been mentioned — while employers reject exceeding the agreement and economists warn about wage compression. Until a decree-law is published, €970 is the only figure with formal backing.

€970 in 2027: what is the net amount?

Under current rules, a minimum-wage worker pays 11% social security and no income tax withholding. At €970: net ≈ €863.30/month (€970 − €106.70), paid 14 times a year ≈ €12,086. The 2027 withholding tables are only published in December 2026, but the minimum wage has consistently remained free of withholding. What companies should prepare now

  1. 2027 budget — base case at €970, downside case at €1,000;
  2. Salary scales — anyone paying €950–€1,050 today will feel compression: plan adjustments above the minimum to keep differentials;
  3. Collective agreements — many sector CCTs set their own minimums above the national one and will be renegotiated;
  4. Prices and margins — labour-intensive sectors should build the increase into 2027 pricing early.
